Handwash station versus sanitizer: which is required for a food truck event?

I'm organizing a one-day food truck event on a grassy city park, expecting around 200 people over 6 hours. We'll have 5 food trucks and beer sales. The health department code says 'adequate handwashing facilities' but doesn't specify if a handwash station with running water is mandatory or if hand sanitizer dispensers on each standard unit would suffice. I'm renting 5 standard units and one ADA-compliant unit, all on level ground with truck access. Since food safety is critical, should I insist on dedicated handwash stations, or will sanitizer meet the requirement? Does the presence of alcohol change the rule?

You need a handwash station with running water for a food truck event; hand sanitizer dispensers alone are not sufficient. Health departments require running water, soap, and single-use towels for handwashing at food service events to prevent contamination. Alcohol sales reinforce this need because consumption increases restroom use and hygiene risks. Your setup, five standard units and one ADA-compliant unit, meets the restroom guideline for 200 people over six hours with alcohol, but you must add at least one handwash station near the food trucks. Place it on level ground with clear truck access for servicing. Hand sanitizer is a supplement, not a replacement, for handwashing. Check with your local health department for specific permit details, as codes vary by jurisdiction.
