Handwash station versus sanitizer for a 3-day food truck event?

I'm planning a three-day outdoor food truck event in October 2026 with 10 food trucks and an expected 500 attendees per day. The county health department requires hand cleaning facilities for food service events. The ground is level grass, and a service truck can access within 20 feet. I'm deciding between standalone hand sanitizer dispensers mounted on each food truck or handwash stations with running water near the seating area. Sanitizer is cheaper and easier, but I worry it won't meet health codes for food handling. Handwash stations need fresh water refills and gray water disposal, adding complexity. Does sanitizer satisfy health department rules for a multi-day food event, or is running water mandatory?

Sanitizer alone did not pass for us. At our three-day street food weekend the county inspector was clear that anyone handling food has to wash with running water and soap, and sanitizer only counts as an extra step after washing, never as the replacement.

What saved us some hassle: most permitted trucks already carry their own handsink inside, because the truck's own health permit requires it. Ask every vendor to confirm theirs works and has a full fresh tank before load in. The inspector checked each truck on day one.

The event level stations are a separate question, and those are mostly for your attendees. We put handwash stations next to the toilet bank and by the seating area, then added sanitizer stands at the trash points as a backup.

Over three days, plan on the station tanks getting serviced, not just topped off. The fresh side runs out and the gray water side fills up at the same time, so line up the refill and pump visit with your toilet service. Since your truck can get within 20 feet, that part is easy.

Before you book anything, call the county and ask them to put their attendee handwashing requirement in writing. Ours did by email.
