I'm planning a 500-person music festival on a flat park field, and we'll have 20 standard porta potties spread across two clusters near the main stage and food vendors. The event runs for eight hours with beer and wine served. We're finalizing the permit with the city, and I want to make sure our ADA-compliant portable toilet count is correct.

I know the ADA 5 percent cluster rule applies, but does that mean we need just one ADA unit total, or does each cluster of ten standard units require its own ADA-compliant unit? Also, with a longer event and alcohol, should we add more accessible units beyond the minimum to account for usage patterns? The service truck can reach both placement areas easily.

You need at least one ADA-compliant unit in each cluster, so two ADA units minimum for your layout, not one for the whole site.

The 2010 ADA Standards apply the 5 percent rule to each cluster of single-user portable toilets. Five percent of ten is under one, and the floor is still one accessible unit per cluster. With two clusters of ten standard units each, put one ADA unit at the stage cluster and one at the food cluster so someone who needs it does not have to cross the field.

The ADA units count in the cluster total once they are placed. Adding them does not change the need for one accessible unit in each group of that size.

Alcohol and an eight-hour run do not raise the ADA percentage. They do raise how hard the stalls get used, so if lines form at the ADA door you can add another accessible unit for guest comfort. That is above the legal floor, not instead of it.

Confirm the city permit language matches the ADA cluster rule wording. Some health or special-event checklists spell out one accessible unit per toilet bank and will fail a site that stacks both ADA units in one spot.
