2026 Fall Festival: Handwash stations or sanitizer only?

I'm planning a two-day fall festival next year and working through the restroom plan. We expect about 1,500 people per day from 10 AM to 8 PM. There will be multiple food vendors and beer sales. We're renting a cluster of standard portable toilets plus one ADA-compliant unit per cluster for our main area on a grassy field with good truck access. The budget is tight, and I'm trying to cut costs. I'm considering whether we can skip the handwash stations entirely and just mount hand sanitizer dispensers on each porta potty door instead. Is that acceptable from a health and permit standpoint for a public event with food? Will the city permit office approve a plan without running water for handwashing?

Hand sanitizer dispensers alone are not acceptable for a public event with food sales. Health departments require running water and soap for handwashing at events with food service. Your permit application will likely be rejected without handwash stations.

Food vendors must provide handwashing for their staff, but attendees need access too. Mounting hand sanitizer dispensers on each standard portable toilet is a good supplement, but it doesn't replace sinks with water. Hand sanitizer doesn't remove visible dirt or grease, and health inspectors look for functional handwash stations near restroom clusters and food areas.

For 1,500 people over two days with alcohol, plan one handwash station per five to eight portable toilets. They need weekly service, but for a weekend event, you'll pay a flat rental fee. Skipping them risks permit denial or fines. The cost driver is the number of stations, not the service frequency for a short rental.
