OSHA 1910.141: 45 office employees, how many toilets?

OSHA 1910.141 requires three toilets for a temporary office with 45 employees. The general industry standard specifies 36 to 55 employees need three toilet facilities. This applies to any fixed workplace, including a temporary setup during a remodel.

Planning for office use
A standard non-flushing portable toilet with a holding tank is typical for construction sites, but office workers expect more comfort. Consider a deluxe unit with a flushing bowl and sink or a restroom trailer for longer remodels. Office use is lighter than construction, but units still need weekly service. The rental period depends on the remodel timeline, often several weeks.

Placement and access
Place units on level ground near the office entrance, ensuring the service truck can park within 25 feet for pumping. No alcohol or food service is involved here, just standard daytime use. If clustering units, include at least one ADA-compliant portable toilet per the ADA cluster rule for accessibility.

Compliance and convenience
Stick to the OSHA minimum of three toilets to avoid violations. More units reduce lines and improve morale, especially if women are a significant portion of the staff. The invoice should show the monthly rate, delivery, and service visits clearly. Anyone dealt with city permits for sidewalk placement during an office remodel?

Three is right for 45 people under OSHA 1910.141 Table J-1, which puts 36 to 55 employees at a minimum of three toilet facilities.

A few things in the post need tightening though:

Which standard applies. 1910.141 covers the office staff. The remodel crew working on the building falls under 1926.51 instead, and that table counts them separately, so do not lump the two groups together if both are using the same units.

Urinals. Table J-1 lets urinals stand in for some toilets in rooms used only by men, but the toilet count can never drop below two thirds of the minimum. With a mixed office, plan on three full standard units or better.

Separate rooms. The rule wants separate facilities for each sex unless each unit is single occupancy with a door that locks from the inside. Portable units already meet that, which is one reason they work well here.

Service. OSHA does not set a weekly service interval. 1910.141 says facilities have to be kept clean and sanitary, so the schedule follows actual use, not a calendar.

The 25 foot truck distance and the cluster rule are not OSHA items. Ask your provider what hose reach their truck has for your lot.
