Somebody keeps cleaning out the toilet paper in our HOA trail porta potty every weekend. Is restocking on us or the service driver?

Our HOA has one standard unit at the trailhead by the pond, mostly for walkers and the kids who fish there. It gets serviced once a week on Tuesdays. Since the weather turned cool it's gotten weird. By Saturday morning every roll of toilet paper is gone, the spare holder is empty, and twice now the hand sanitizer dispenser was pried open and the refill pulled out. Residents keep emailing the board pictures of an empty unit.

A few questions for people who deal with this. Is the driver supposed to leave extra rolls, or do we only get what the holder fits? Can we mount our own locking dispenser in there, or will the rental company be upset about us drilling into their unit? And is a second midweek stop even worth asking for when the problem is theft and not actual use?

The service driver is responsible for restocking toilet paper and sanitizer during the weekly service visit, but they typically only fill the dispenser and leave one spare roll inside the unit. They do not stock extra rolls beyond that standard practice.

You can mount a locking dispenser, but drilling into the rental unit requires written permission from the rental company first. They may allow it if you use their hardware or follow their specifications to avoid voiding the warranty or causing damage.

A second midweek service stop is not cost-effective for theft issues. The driver would only restock the same amount, and the problem would likely repeat. Instead, discuss theft prevention with the rental company, they might have secure dispensers or recommend a different placement. Consider relocating the unit to a more visible area to deter vandalism.
