October 2026 fall festival: do we need handwash stations with food vendors?

I'm planning an October 2026 fall festival with about 1,500 guests over two days, featuring multiple food vendors and beer gardens. The health department here is strict about sanitation, and I want to ensure full compliance for public safety. We'll have a cluster of standard portable toilets and ADA-compliant units on level grass, with truck access for service. Food vendors will have their own hand sanitizer, but I'm debating if we need dedicated handwash stations near the eating areas. The ground is firm, but I'm concerned about water runoff if we use units with sinks. Do handwash stations make a difference for health inspections, or is hand sanitizer sufficient when food is involved?
